Palm could easily increase the polling rate for the accelerometer, allowing developers to use as many samples they wish in a given amount of time. Secondly, Palm could (but not necessarily is) work on another SDK or API to give developers more lower-level access to the hardware.
But, let's be frank: more than an insignificant amount of applications in Apple's App Store could function just the same on the Pre as they do on the iPhone. But, when it comes to applications and software that need more access to special hardware functions, Pre developers (like myself) are losing out.

Actually, in my experience, sometimes it does, sometimes it doesn't, very inconsistent behavior. The Gawker tech team seems to still have a lot of work to do here--not to mention I, for one, will be enormously disappointed if this remains our only option for posting pics (i.e., we are not allowed to simply embed photos via standard HTML tags, the way we used to do).

6 out of the top 10 paid apps in the App Store are games. Customers like games because they're fun. Developers like games because customers buy them.
I can imagine that eventually Palm with add gaming abilities to the SDK, but until they do, I think that their App Catalogue will be limited.

The real changes in 3.1 are few and subtle. I hope i'm not breaking my NDA by disclosing this, but here it goes: there are a few bugfixes, plus a new API for video capturing, and that's it - no other significant changes.
